1. What should be considered when submitting a Negative Economic Impacts project?

An eligible negative economic project 1) identifies a negative economic harm of the COVID-19 Pandemic, 2) identifies who is impacted, 3) addresses/responds to the identified harm, and 4) reasonably benefits the individual or class harmed. Please see below for additional information.

5. What is a small business?

A small business is a business concern or other organization that: 

Has no more than 500 employees or, if applicable, the size standard in number of employees established by the Administrator of the Small Business Administration for the industry in which the business concern or organization operates

6. What is a micro-business?

A micro-business is defined as a small business that has five or fewer employees, one or more of whom owns the small business. 

7. What are some examples of Assistance to Nonprofits?

Assistance may be provided to impacted nonprofits. As such, the following examples may be eligible uses of the Pandemic Recovery Funds.

8. What is a nonprofit?

A nonprofit means a nonprofit organization that is exempt from Federal income taxation and that is described in section 501(c)(3) or 501(c)(19) of the Internal Revenue Code.

9. What are some examples of Assistance to Impacted Industries?

Assistance may be provided to impacted industries. The travel, tourism, and hospitality industries are all presumed impacted. Other industries may also be deemed impacted. Assistance may only be provided to those that were operating prior to the Pandemic and were affected by required closures. As such, the following examples may be eligible uses of the Pandemic Recovery Funds.

• COVID-19 Mitigation and Infection Prevention Measures
• Aid to Support Safe Reopening of Businesses in These Industries
• Aid for a Planned Expansion or Upgrade of Facilities Delayed Due to Pandemic
• Loans/Grants for Supporting Payroll Costs and Compensation of Returning Employees for Lost Pay and Benefits During the Pandemic, Support of Operations and Maintenance of Existing Equipment and Facilities
• Technical Assistance
• Counseling
• Other Services to Assist with Business Planning Needs
