1. Can I obtain an adoption home study through the agency without becoming a foster parent?

No. If you wish to adopt a child through the child welfare system but do not feel able to cope with the uncertain nature of foster / adopt, or you live outside of the area, you should contact the Statewide Adoption Network at 800-585-SWAN for information about local adoption agencies in your area. If you live outside of Pennsylvania, please contact your local county children services agency or the National Adoption Center by calling 800-TO-ADOPT.

2. What is the cost involved in adopting through the foster / adopt program?

There are no fees for the agency services. The only cost to the adoptive parent(s) is attorney fees and associated court costs to finalize the adoption. Typically, this does not exceed $800 for one child. Adoption subsidies are available for eligible children.

3. Will I be able to adopt a healthy infant?

It is very unlikely; therefore, if this is what you are seeking, we encourage you to contact a private agency that specializes in infant adoptions.

4. As a foster / adoptive parent, will I be given preference over the other potential adoptive parents if a child in my home becomes available for adoption?

The foster / adopt program was established in an effort to reduce the number of placements a child has to make while in the child welfare system and we are committed to this philosophy. However, all adoptive placements are made with careful consideration for the child's best interest. An adoption caseworker will meet with you and your family to assist in exploring the particulars of your situation.

5. How much involvement will I have with the birth family?

In your role as a foster parent you will be expected to work collaboratively with the agency toward family reunification. At the minimum, you will need to facilitate birth family visits twice a month. Experience has shown that children benefit from having the important adults in their lives work together.
