Executive Search: Chief Human Resources Officer
Montgomery County welcomes nominations, inquiries, and applications as they seek a visionary, innovative, and strategic leader with well-honed Human Resources (HR) expertise, and a commitment to customer focused excellence in order to successfully serve as the organization’s Chief Human Resources Officer.
The Chief Human Resources Officer (CHRO) is a member of Montgomery County’s (Montco) executive leadership team, reports to the Chief Operating Officer, leads a team of 12 human resources specialists, and oversees a budget of $1.2 million. The CHRO provides strategic leadership, vision, comprehensive planning, and oversight to all HR functions, is responsible for developing and executing human resources strategies in alignment with and in support of the overall strategic direction of the County, and planning, developing, and implementing organization-wide initiatives and strategies that support the entire life cycle of the County’s 2,800 employees.
The CHRO is expected to be an enterprise-wide thinker who works collaboratively with other senior leaders in the support of organizational growth and change management initiatives. Additionally, the CHRO is responsible for developing, implementing, and documenting HR policies, procedures, guidelines, operational systems and technologies, and working collaboratively with department leaders to link the County’s strategies and policies to employees.
The Chief Human Resources Officer sets direction and has overall accountability organization-wide for recruitment, retention and succession strategies, organizational development and training initiatives, compensation model, the county’s self-insurance program, benefits, leave, and claims, performance management, employee relations, and the management of HR information systems and analytics – as well as ensuring compliance with federal, state and county labor standards and policies. New hires have grown from 403 in 2018 to 528 in 2022.
The CHRO works closely with all departmental and organizational leaders, including the Chief Operating Officer (COO), Deputy COO, Chief Financial Officer, Solicitor, and Director of Communications. The CHRO also works collaboratively with the Chief of Diversity, Equity, and Inclusion in the development and implementation of diversity and inclusive excellence initiatives that support County employees. The CHRO leads the Salary Board and regularly presents strategic information and data to County Commissioners.
The Montgomery County Human Resources Department is located in Norristown, Pennsylvania and, while onsite presence is essential, the CHRO has the potential for occasional remote work. The County is located in southeast PA and is the 2nd wealthiest and 3rd largest in the state.
